your xml-param is empty because the document root comes above the root
element. So when you apply-templates from the template with match="/",
the next thing that happens is that XSLT matches your element "root"
with the built-in template, then does an implicit apply-templates -
*without* repeating your with-param - and then matches the x element.
So all you need to do to get your template working is replace
<xsl:template match="/">
with
<xsl:template match="root">
