Counter-examples are easy enough: xsl:variable, xsl:param, xsl:key, ...
XSLT has both imperative and declarative keywords.

I prefer xsl:result precisely because it isn't imperative, but I should note
that though Mike's argument for exsl:return is flawed, that I could not give a
non-flawed argument for exsl:result.
It's probably just a amatter of personal preference, and not something over
which I'd lose sleep.
