If you're not producing XML, then you should set your output to text:
<xsl:output method="text" />
and generate your output as a plain string, e.g.:
<XACT>
<XT><xsl:value-of select="XT" />
<XID><xsl:value-of select="XID" />
<KEY>
...
That way you don't need to use disable-output-escaping because the
output you're producing (plain text) is never escaped anyway.
