xsl:include and xsl:import are only for adding to the stylesheet tree.
Following your example, and assuming $include is already set to the
number, try:
<xsl:variable name="tree" select="document(concat('file',$include,'.xml'))"/>
...to set $tree to the root node of the source tree implied by file#.xml.
Then you can work with just that tree, like:
<xsl:copy-of select="$tree"/>
