URIs containing white space are _supposed_ to be always encoded, and not
just by XSL. So if %20 doesn't work it is a bug in whatever you are using
to resolve the URI.

You can't in the html method (unless saxon provides a non standard hook
to avoid this) If you output using the xml method then it doesn't happen
as the xsl system doesn't know in that case that the href attribute
is a URI.
But then you get spaces in your URI and theyare not guaranteed to work:
you are supposed to encode spaces as %20 ....
> d:\new%20docs\doc1"
Ah: but then that isn't a URI at all, should be
file:///d:/new%20docs/doc1
I'd guess.
