xsl attributes - include and import

Hiya, wonder if anyone can help?
I have three stylesheets:
Attributesets.xsl contains attribute set information
address.xsl contains address templates, in which I want to use the attribute
sets above
page.xsl which needs to import or include both the above.
If in page.xsl I do:
<xsl:import href="Address.xsl"/>
<xsl:import href="Attributesets.xsl"/>
then when I use the templates in address.xsl they don't pick up on the
attribute sets.
but if I do
<xsl:include href="Address.xsl"/>
<xsl:import href="Attributesets.xsl"/>
then they do. I've read about precedence, but I don't see why this should
be - there are no other templates or attribute sets with the same names
anyway.
