Notwithstanding David's comment about ID-type attributes not being numbers,
you can find the highest by sorting the elements in terms of that
attribute, and then picking the first in the list off for processing, thusly:
...
<xsl:for-each select="version">
<xsl:sort select="@v" order="descending" />
<xsl:if test="position() = 1">
<p>Element with highest 'v' attribute: <xsl:value-of select="." /></p>
</xsl:if>
</xsl:for-each>
...
