Yes, I suspect that is true of civ2.g. We don't call that a
"shortcoming" we call it an "opportunity to contribute" ;-).
But if you want to play with some more complete games, try standard.g,
roman.g, log.g, beirut.g, or the Lord of the Rings game.
Or for a game which is more similar to CivII, advances.g.

Uh, in advances.g you build a "stockade" or "city walls" unit inside
the city unit. Not sure if that is the same as fortify in CivII, as I
haven't played CivII.
