Small patch, treasury


  The attached diff file (to kernel/run2.c) , just send the surplus
 materials that are over the maximun capacity of units to the treasury.
  Now you could be albe to have some units (i.e. cities) with 0 capacity
 but with positive production.
  Maybe an expecific table will be useful
  Next time: How to make units to get supplied from trasury (normal, attack
 and movement supplies)

  Can somebody put it in the cvs ? or at least check it (50% of my
diff files are reversed ... :-)
