It may be.  I'm not sure who ever uses $prefix/com but it certainly
used to be used.  Emacs used to use it for storing it's lock files,
but I don't know where it originated.  Nonetheless, sharedstatedir and
localstatedir are really the "right" places to put this
information....

I'd have to pull down the Apache source to see how they fixed this.
They do have a way to pull in an entire set of directory tweaks to put
things where they are "supposed" to go and which directory tweaks gets
used is based on an autoconf switch.  That might be more flexible (and
elegant, too).
