Have you tried ...
# apt-get build-dep systemtap
Or else use the "bundled elfutils" mode of installation from the README:
download elfutils sources, untar into some directory, then configure
systemtap with --with-elfutils=THE_ELFUTILS_SOURCE_DIRECTORY/.
