[Bug translator/10607] New: need way to disable global-setting module params

For stapusr type operation, a script author may require that the invoker
not be able to modify script global variables from the staprun command
line, since this could interfere with the intended "black-box" logic
of the precompiled script

This could be accomplished with a new flag that bypasses emit_global_param(),
or perhaps a parametrized option that identifies the individual globals by
name.
