2.3.0 release fixes

Hello all,

Hope everyone had pleasant holidays.

I appear to have gummed up the 2.3.0 release in multiple ways starting with the fact that
I overwrote the index.html file with the 2.3.0 release.  As the release had a major issue with
regenerating the libc/aclocal.m4 file I have posted a snapshot release for 2.3.0 release dated
today 20160104.
