[OR1K,patch] Fixup UART in libgloss


Dear all,

attached patch fixes a bug in the UART driver and contains some code
cleanup/documentation.

    or1k: UART bugfix, cleanup and documentation
    
    Wrong brackets did check the empty flag improperly. Cleanup header and
    add documentation.
