Update autoconf in libgloss/libnosys

Subject: Update autoconf in libgloss/libnosys

Hi,
I noticed that autoconf used for newlib is in version 2.68, while
for miscellaneous directories in libgloss are in older versions.
Should it be updated to 2.68?
