build M68k and ARM platform newlib under Cygwin!

Hi:

Please tell me how to build a library(newlib) for M68k and ARM Platform under cygwin.

First:Can I use Libtool and build a shared Library?

Secoond: And I think that only files under Director ligbloss needed modified.Is that right?

Third:I don't see any file related about ARM.Where are they?
