[newlib-cygwin] Add SOL_SOCKET level socket option

    Add SOL_SOCKET level socket option
    
    with name SO_DOMAIN to get the domain of a socket.
    
    This is helpful when testing and Solaris and Linux have the same
    socket option using the same name.
