[newlib-cygwin] Garbage collect IFCAP_POLLING_NOCOUNT.

    Garbage collect IFCAP_POLLING_NOCOUNT.
    
    It wasn't used since very beginning of polling(4). The module always
    ignored return value from driver polling handler.
