[newlib-cygwin] RTEMS: Add __tls_get_addr() to crt0

    RTEMS: Add __tls_get_addr() to crt0
    
    Add __tls_get_addr() for all targets to crt0.  This is not only used on
    ARM.  In particular, it is used on RISC-V.  This helps to adequately
    support the GCC libgomp.
