Fix MIPS PTHREAD_STACK_MIN for 64k pages

The default Linux NPTL version of bits/local_lim.h has too small a value 
of PTHREAD_STACK_MIN for 64k pages and parts of glibc try to create 
threads with that stack size, so MIPS needs its own copy of this header.  
(Power has its own version of the header with the same enlarged 
PTHREAD_STACK_MIN for the same reason.)
