Patch to change the time format for el_GR to 24h-hour format.
According to http://publications.europa.eu/code/el/el-4100800el.htm#1082
Greece now uses the 24-hour time format (known as "εικοσιτετράωρο").
An older version of that web page was specifying the 12h-hour time format.
