[Bug localedata/20313] Update locale data to Unicode 9.0

As far as I can tell there is a script that updates the unicode data from the
specification files.

Running:
./localedata/unicode-gen/utf8_gen.py /tmp/UnicodeData.txt
/tmp/EastAsianWidth.txt 

with the files from:
http://www.unicode.org/Public/UCD/latest/ucd/

results in an updated UTF-8 file. Is there anything else needed to update to
the unicode 9.0 standard?

I'm attaching the diff after running this command.
