Your locale does not compile for me, it fails right at the beginning:
<stdin>:38: LC_CTYPE: field `outdigit' declared more than once
<stdin>:38: LC_CTYPE: syntax error
<stdin>:42: duplicated definition for mapping `to_inpunct'
circular dependencies between locale definitions
You perhaps meant to leave just the copy command in that section?
Your locale file contains raw literals instead of <U>-encoded characters. There
is currently a discussion about allowing this on the mailing list, but it did
not reach a definitive conclusion yet.
