patch for adding telugu collation support in glibc localedata
I have used sorting data given by krishnababu in event IndicMashup. It is
available at http://indlinux.org/wiki/index.php/TeluguSort
About recently characters added by unicode 5.1 0c78-0c7f there are very less
people who actaully used those characters, so didnt got any information
for those characters using sorting order given by unicode collation algorithm
