There is no 1 and 0 in the POSIX/C values, so I do not think it is a
good idea to do this.  If the POSIX/C values changes to include 1 and
0, the locales should be updated to do so too, but before this happen,
I believe it is a bad idea to divert from the example given in
POSIX/C.
