Hi! Although I don't know Romanian at all, I think it is impossible that the language would use LATIN SMALL LETTER T WITH COMMA BELOW when it is normally using ISO-8859-2 encoding which has LATIN SMALL LETTER T WITH CEDILLA but not LATIN SMALL LETTER T WITH COMMA BELOW.
