I propose to add the following patch to glibc. It makes --without-cvs the default and therefore life easier for all non-developers - and harder for those few developers that like to have *automatic* checkin (I also use without-cvs because I don't like automatic checkin of changes). Ok to commit (with a regenerated configure)?
