Problems installing glibc in /usr/local

Hi,
by default glibc is installed in /usr/local. This causes problems
with e.g. #include_next <limits.h> since /usr/local/include is special
for gcc. We've received a bugreport (PR libc/778) where a user got
problems because of this. What shall we do:
- document that /usr/local is a bad place?
- change configure to use another default?
- replace the #include_next in <limits.h> somehow?
- ...
What do you think? Should we act or just ignore it?

P.S. The problem is that #include <limits.h> includes
/usr/local/include/limits.h. Getting #include_next <limits.h> the
file from /usr/include/limits.h is taken - and not the one from
/usr/lib/gcc-lib/.../include/limits.h.
