INSTALL and configure are generated files.  You need to edit 
manual/install.texi and configure.ac and regenerate INSTALL and configure.

Any new build requirement also needs to go in the "Changes to build and 
runtime requirements:" section of NEWS for the next release, replacing the 
current placeholder content there.

The information in install.texi needs actually moving within the file, 
from the section for packages required only for regenerating certain 
source tree files to the section for packages required for all builds.

The intl/Makefile dependencies need changing to generate plural.c in the 
build directory instead of the source directory.
