[PATCH 19/27] S390: Optimize strrchr and wcsrchr.


This patch provides optimized versions of strrchr and wcsrchr with the z13
vector instructions.

ChangeLog:

	* sysdeps/s390/multiarch/strrchr-c.c: New File.
	* sysdeps/s390/multiarch/strrchr-vx.S: Likewise.
