Yes, it was your patch that made me check to see if there were any
other checks for binutils versions in the tree. powerpc has a test for
some binutils functionality but I have no idea how relevant that is
now, and there was this test for ARM. As far as I am concerned moving
to 2.21 is good for ARM as it lets us drop this check, but I have no
opinion either way on 2.22.
