I believe that there was a decision for GCC along the lines of tests not
of independent use, and not coming from a proprietary testsuite, not
needing assignments / disclaimers - followed by a series of deletions of
tests not meeting that policy (by Jeff Law on 1999-08-03) to allow the
testsuite to start being distributed with GCC releases again. However,
I'm not aware of a public statement of the actual policy (and the private
GCC SC list archives don't start until a month later) - and in any case
that policy may be for GCC only.
