A failure to build GCC generally doesn't trigger a need to rebuild
the thousands of packages built WITH GCC.
Also, there's a big difference between a full rebuild (which is a
totally automatic procedure) and a full rebootstrap (which requires a
lot of manual work and/or workarounds).
