Repeating a suggestion from

I think we should be more active in closing old release branches rather
than pretending on <https://sourceware.org/glibc/wiki/Release> that they
are maintained. Specifically, I think everything older than 2.17 now has
no significant activity and should be declared closed (removed from the
list of active branches - there should probably be a separate wiki list of
closed release branches - and bugs that are only open for backports to
those branches closed).
