Remove bounded-pointers build system support


Continuing the removal of the bitrotten bounded-pointers code, this
patch removes the build system support for building bounded-pointers
objects and libraries.  It's intended to remove all the build-system
support, but it's entirely plausible there were bits that I'd missed,
and I'd welcome people pointing out any such pieces.

Tested x86_64.
