Dear Chris,

Thank you for your extremely helpful  input on resolving this
question.  As the e-mail of original submitter of the dz_BT locale is
no longer valid (permanent bounce messages), the dz_BT locale is
technically without a current maintainer.

Could you perhaps propose someone that would be willing and able to
respond to questions that are raised about the dz_BT locale (like the
countryname question to which you responded)?

It is unlikely that questions will be frequent, but it would be highly
desirable to have a maintainer on file with a working e-mail address.
They would not necessarily have to subscribe to the libc-alpha mailing
list as they would only really need to be contacted on the rare
occasions that a question arises about that specific locale and their
e-mail address would be included in the locale file itself for
reference.

I believe (or at least hope) that it would be acceptable for a "role"
e-mail account from the Dzongkha Development Commission to be listed
(e.g. webmaster@ or info@) so that future contact would not be
dependent on any one individual's e-mail account remaining active over
years.
