When regenerating all configure files with stock Autoconf 2.68, I get the
following delta:

    $ (PATH=$HOME/tmp/source/autoconf/v2.68.build.install/bin:$PATH; find -name configure.in | while read f; do autoconf "$f" > "${f%.in}" || echo >&2 "### $f failed"; done)

Comparing to other as_fn_error usage, it seems I should commit this as
obvious, but I'd like to understand why you got different results when
regenerating that file.
