support read-only plt format for alpha


I've implemented a read-only plt format for Alpha.  There's not really
anything interesting on the glibc side.  A new DYNAMIC entry to let us
know that the linker is emitting the new format, a new set of resolve
routines to handle it.

The new plt stub needs 3 registers to operate, and the magic division
routines leave only 2 that can't be clobbered.  So I've arranged for
them not to ever use a plt entry.  We'll always early bind to these
routines.

        typo in _dl_call_pltexit argument loading.
