nolonger daylight savings in Kasakhstan

Subject: nolonger daylight savings in Kasakhstan

Hi,
Kasakhstan stopped using daylight saving in mid march. Reference is
http://timeanddate.com/worldclock/results.html?query=Almaty
as well as a paper form the german embassy which I can't attach here.
Does the attached change look correct?
