Something like that. It might be sufficient to produce a tar file that
is unpacked in /, assuming the standard locations of all things - or
you can produce an RPM package for those that want to be able to
uninstall the locale, e.g. when it later becomes part of standard
distributions.
I'd also include the .mo files for the translated packages.
