norwegian locale aliases

$ grep _NO intl/locale.alias
bokmal          nb_NO.ISO-8859-1
bokmål          nb_NO.ISO-8859-1
nb_NO           no_NO.ISO-8859-1
norwegian       no_NO.ISO-8859-1
nynorsk         nn_NO.ISO-8859-1

Since intl/localealias.c doesn't recurse, and since there are no
nb_NO.ISO-8859-1 locales in glibc, I think this should be changed to

bokmal          no_NO.ISO-8859-1
bokmål          no_NO.ISO-8859-1
nb_NO           no_NO.ISO-8859-1
norwegian       no_NO.ISO-8859-1
nynorsk         nn_NO.ISO-8859-1
