Insight on Cygwin build.

Subject: Insight on Cygwin build.

I've successfully built previous version of insight under cygwin,
but the latest version from CVS with the new TCL stuff won't build for me.

It has a problem with the TIOCMGET in tclUnixChan.c

What should my configure and build options be for cygwin?
Should the unix branch even be building?
