I am not seeing this on my F12 and F13 boxes. Are you using the sourceware tcl/tk/itcl or the fedora-supplied versions?
FWIW, I only use the system tcl/tk/itcl. You will need to yum install the tcl/tk/itcl packages and their -devel counterparts.
