Is `guile-procedures.txt' installed to the wrong location?

Shouldn't `guile-procedures.txt' be installed in
"${datadir}/guile/$(VERSION)", rather than in "${datadir}/guile",
since that way, more than one version of `guile' can co-exist on a
machine at once?
