That is like saying C "has the fully power of assembly code behind it."
It is a mistake to think that the texinfo has anything to do with TeX
in the sense of it being a superset of TeX or a dialect of TeX. The
TeX underpinnings of texinfo are an implementation detail. You can use
that for tweaking the presentation of a printed page, but you cannot use
that fact for writing documentation, since the latter have to be
readable online as well (in info and html formats).
