The question is, is it's main purpose to use as a component to build something larger (a library) or to run (basically) on their own (application). In the case of these, maybe Applications/Interpreters (or Applications/Programming) is a better classification. My feeling is that top-level categories should be kept very small if it stays with the format it currently has. Alternately, it could chuck the subdivisions, and have each project just use one category (Games, WWW, Translators, etc...). -- Greg
