New xguile

I've updated xguile to work with the latest guile.

At the same time, I've added a makefile to make it really easy to build
xscm on Linux, and instructions to get it working. Apart from that, only
minimal changes were made.

How should I make this generally available? Is there a maintainer I
should give it to?

I seem to be having trouble subscribing to this mailing list from my
home account (previously I was reading this on my work a/c). I don't
seem to be getting a response from guile-request@cygnus.com.
