The default for site-wide Guile library code is $datadir/guile/site.
That might be better than either site-lisp or site-scheme.

You're right that site-scheme makes more sense than site-lisp, but
they're really both redundant.  Everything under /usr/local/guile (or
whatever you've made $datadir) will be Scheme- or Lisp-related code.
