[glibc] S390: Use convert-to-fixed instruction for lround functions.

    S390: Use convert-to-fixed instruction for lround functions.
    
    If compiled with z196 zarch support, the convert-to-fixed instruction
    is used to implement lround, lroundf, lroundl.
    Otherwise the common-code implementation is used.
