How are you building glibc in this case?
When using scripts/build-many-glibcs.py, hurd/pci.defs gets installed in
./compilers/i686-gnu/sysroot/include/hurd/pci.defs during the hurd package of
the "compilers" stage.
A -I seems to be missing for that directory in your build log, that's very odd
since the directory just exists from the start.
(pci.defs is not a specific thing, pfinet.defs etc. would have the same issue)
